Bagyong Quiel PAGASA Update - September 30, 11 a.m.
Bagyong Quiel was last spotted 640km east of Tuguegarao City and it is expected to make landfall in Cagayan Valley by Saturday according to the latest weather update of Philippine Atmospheric Geophysical and Astronomical Services Administration or PAG-ASA.
Bagyong Quiel is estimated based on satellite and surface data at 640 kms East of Tuguegarao City (17.4°N, 128.5°E) with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph and is moving West at 22 kph.

Bagyong "Quiel" is expected to enhance the Southwest Monsoon and will bring scattered to widespread rains over Southern Luzon and Western Visayas.
