Gloria Macapagal Arroyo Barred from Leaving the Country

Gloria Macapagal Arroyo, the former President of the Philippines, was not allowed to leave the country on Tuesday, November 15, according to media reports.

Gloria Macapagal Arroyo, in a wheelchair, arrived at the Ninoy Aquino International Airport (NAIA) Terminal I on Tuesday night but was stopped by Immigration officials from boarding the plane to travel abroad.

GMA's spokesperson Elena Bautista-Horn said to the media that it was Justice Secretary Leila de Lima's order to the immigration officials not to allow the former President and her husband Mike Arroyo to leave the country since the couple have an open case that they both need to attend to.

“If you are a good lawyer, you will know that a TRO [temporary restraining order] is higher than a directive from a mere secretary of justice. We will fight for our rights. This is too much,” Horn said.

Gloria Macapagal-Arroyo arrived at NAIA at around 8:10 p.m. on November 15, Tuesday, after the Supreme Court lifted the travel ban against them.

But despite the clearance issued by the Supreme Court, the first couple was still barred at the immigration because de Lima pointed out that the Department of Justice have not yet received a copy of the Temporary Restraining Order (TRO).

Gloria Macapagal-Arroyo returned to St. Luke’s Medical Center in Taguig City after the failed attempt to leave the country.
